OCRRA’s Board of Directors is made up of respected community leaders who have been appointed by various elected county and city officials. Representing the entire community, they’re always advocating for the environmental interests of their neighbors. Each member serves a three-year term and continues to hold office until his or her successor is appointed.
The Board and its committees convene on a regular schedule, which you can find on our meetings page. All meetings are open to the public at OCRRA’s Main Office. Contact OCRRA’s Board Secretary for more information.
Corey Driscoll Dunham
Board and Governance Chair
Appointed By: City of Syracuse
Corey Driscoll Dunham has served on the Board since 2020. She is the Chief Operating Officer for the City of Syracuse.
Douglas Daley
Board Vice Chair and Recycling/Operations Committee Chair
Appointed By: City of Syracuse
Doug Daley has served on the Board since 2022. He is an associate professor in the Department of Environmental Resources Engineering as well as the Director of Analytical and Technical Services at the SUNY College of Environmental Science and Forestry.
Joe Driscoll
Audit Committee Chair
Appointed By: City of Syracuse
Joe Driscoll has served on the board since 2018. He served as the 5th District Councilor on the Syracuse Common Council from 2018-2022. In July of 2022, Driscoll was hired as the City of Syracuse’s I81 Project Director. Prior to his work in politics, Driscoll had a successful career as a professional musician.
Liz Hradil

Liz Hradil joined the board in 2024. She works as an Immigrant Community Liaison for the New York State Department of State, with prior experience in local government.
Nikita Jankowski

Nikita Jankowski joined OCRRA’s Board of Directors in April 2023. As the president and founder of Belesai Communications, she offers more than 20 years of experience in public relations, communications, marketing, and broadcasting. She is also a member of the Landmark Theatre’s Board of Trustees.
Michael Jennings
Appointed By: City of Syracuse
Michael Jennings joined the OCRRA Board of Directors in 2024. He is a Wealth Consultant & Financial Planning Associate with Brackens Financial Solutions Network in Downtown Syracuse. He aims to provide his expertise and to broaden his knowledge of the many aspects of Central New York to better serve his community.
Don Lawless
Finance Committee and Ley Creek Ad Hoc Committee Chair
Appointed By: County Legislature
Don Lawless joined the Board in 2009. He is a retired director of Purchase for Onondaga County and a retired US Army colonel. He was project director on the team that created OCRRA and the recycling program, built the WTE plant and sited the landfill. He was the director who transitioned from the Solid Waste Disposal Authority (SWDA) to OCRRA.
Vincent Mangan
Appointed By: County Executive
Vincent Mangan began his service with the Board in 2024. He brings valuable insight to the team as a licensed real estate professional with experience in construction and development.
Elizabeth Bough Martin

Blair Page
Administrative Committee Chair
Appointed By: Town of Onondaga
Blair Page has served on the Board since 2017. He is a faculty member in Le Moyne College’s Department of Biological and Environmental Sciences.
Greg Popps
Appointed By: County Executive
Gregory S. Popps joined the Board in 2023. He is an accomplished pharmaceutical sales leader with 20 years of experience, specializing in Specialty Biologics. He’s known for his inspirational leadership and consistent sales success. In addition to his pharmaceutical career, he served as an officer in the U.S. Army Reserve and as a NYS Volunteer Firefighter for over 20 years.
Ravi Raman

Ravi Raman has served on the Board since 2004. He is president of RAM-TECH Engineers.
Alexis Rodriguez
Appointed By: County Legislature
Alexis Rodriguez joined OCRRA’s Board in 2024. She is an Economic Development Specialist for the Onondaga County Office of Economic Development. She also serves as the Secretary of the Onondaga County Industrial Development Agency, Onondaga Civic Development Corporation, Trust for Cultural Resources, and Onondaga County Opportunity Fund Corporation.
Natalie Zaccaria
Appointed By: Town of Van Buren
Natalie Zaccaria has served on the board since January 2023. She earned a Master’s degree from Syracuse University and was a teacher for 12 years. She partnered with her husband to become a multi-center owner of local UPS Stores and has been working as an executive assistant and human resources manager.
