Residential Users:

Residential Users with Trucks and Commercial Users without Permits:

Flat Rates

(Vehicle Entrance Fees)

  • Cars, mini-vans, sport utility vehicles (SUVs) $12
  • Pickup trucks, vans, single-axle trailers $25
    (Loads may be assessed an additional fee, depending on vehicle type or load.) 

Municipal Solid Waste (MSW) Fees

  • MSW per ton (for small business users with an OCRRA agreement) $84 / ton
  • MSW per ton (for users without an OCRRA agreement) $99 / ton
  • Minimum scale charge $10

Construction and Demolition (C&D) Fees

Note: C&D fees applicable only at Ley Creek Drop-Off Site

  • Construction debris $46 / ton
  • Roofing material $37 / ton

Additional Disposal Fees

(Fees charged in addition to regular trash and C&D disposal fees. These charges are necessary to help defray the additional cost of properly disposing of these items in compliance with environmental regulations.)

  • Appliances with refrigerants (CFCs), including air conditioners, dehumidifiers, etc. $15
  • Microwaves $5
  • Tires up to 20” in diameter  $5 each (Limit 10 tires.)
  • Tires between 21" and 24" in diameter  $8 each (No tires over 24". No off-road or tractor tires accepted. Limit 10 tires.)

  • Corrugated cardboard (that is incidental to load.)
  • Electrical fixtures (ballasts and transformers are accepted, but they must be removed from the fixture. No ballasts or transformers with PCBs.)

  • Metal (small quantities.)
  • Non-asbestos insulation
  • Paint cans (must be empty and dry. Lids must be off.)
  • Plumbing fixtures

Site Use Info

Tarps Required

All open vehicles entering the OCRRA Drop-Off Sites MUST have a tarp covering their materials. Tarping prevents trash or recyclables from becoming litter on our roadways. It also prevents customers from being fined up to $1,000 by the DEC.

Untarped vehicles will be charged $25 per visit.


Households may bring clear or translucent 30-gallon trash bags, weighing no more than 25 lbs. a piece, to the Ley Creek Drop-Off Site, during regular business hours.

Each bag must be labeled with an OCRRA trash bag sticker. Stickers may be purchased online, at the Rock Cut Road or the Ley Creek Drop-Off Site, or they may be obtained by mail. To order yours by mail send a check, payable to OCRRA, to 100 Elwood Davis Road, North Syracuse, NY 13212.

Each sticker costs $2.00 and there is a minimum purchase of $20. (Stickers may be purchased in quantities of 10 or more.)


Recyclables from households are accepted at the Ley Creek Drop-Off Site at no charge on the second and fourth Saturday of the month. Residents are responsible for emptying recyclables into the correct container. Items must be loose; they cannot be in bags.

Recyclables (cardboard, paper and containers) from commercial generators are not accepted at the Ley Creek Drop-Off Site.

Commercial generators have various options:

  • If recyclable materials can be transported in blue bins (small quantities that can fit into a car, SUV or van), they can be delivered to the Rock Cut Road Drop-Off Site.
  • If materials cannot be managed in blue bins (larger volumes that must be transported via truckload) they can be self-hauled to a local Materials Recovery Facility (MRF).

Speed Limit

All vehicles must abide by the 10 mph speed limit at the site.


Small Business User Agreements

Customers who frequently deliver materials to OCRRA's Ley Creek Drop-Off Site should acquire a Small Business User Agreement (SBU).

You will benefit from a SBU Agreement if:

  • You are a person (independent contractor - full or part-time), delivering acceptable waste which is the result of an activity (perhaps a construction job) you are being paid to do.
  • Your company or firm is engaged in the collection, transportation, disposal or delivery of acceptable waste to the Ley Creek Drop-Off Site.

Small business users do not have access to the Waste-to-Energy Facility, only licensed haulers with self-unloading vehicles can use that facility.

To Obtain a SBU Agreement

Copies are available for download or pick up at OCRRA's main office. Each section of the agreement should be read carefully and the information attachment completed. Proper signature and insurance are required.

Processing Fee

The non-refundable processing fee is:

  • $50 for a one-year agreement 
  • $75 for a two-year agreement

All agreements expire on December 31, regardless of the agreement start date.

The processing fee includes the cost of renewing or issuing numbered vehicle stickers. If any changes are required, i.e., you add or delete a vehicle, or you change your business name, please submit the changes in writing and we will update your records. There is no cost for additional stickers.

Please note: SBUs without a permit will be charged an MSW rate no less than $95 per ton, plus a $20/load surcharge.


A surcharge of $25 per trip / use will be charged to all small business users that do not have agreements or have expired agreements. A surcharge of $25 will also be assessed for each delivery if proof of insurance is not on file with OCRRA at the time of renewal.

Insurance Coverage

OCRRA requires proof of the following insurance:

  • Vehicle: $300,000 combined single limit.
  • General Liability: $500,000 combined single limit.
  • Workers Comp Statutory Limits (when applicable)

Using the Ley Creek Drop-Off Site

When on the inbound / entrance scale, OCRRA requires all drivers to identify themselves (state their permit number) and the type of waste being delivered: C&D (construction & demolition) or MSW (municipal solid waste/trash).
