You have a right to know

OCRRA is a public entity and, as such, complies with New York State's Freedom of Information Law, often referred to as FOIL.

The public has a right to inspect and receive copies of most records retained by OCRRA. Persons seeking records or the right to inspect OCRRA's records are requested to notify OCRRA via mail or the form below.

Records may be inspected at OCRRAs main office (100 Elwood Davis Road, North Syracuse, NY 13212), between 8:00 am and 5:00 pm, Monday-Friday.

If a request for access to records has been denied in whole or in part, an appeal may be filed with OCRRA's FOIL Appeals Officer.

An appeal should be sent in writing to the following address:

Email appeals are also accepted. The subject line must clearly read "ATTN: Executive Director - FOIL Appeal"

Email: foilappeal@ocrra.org Please be certain to include a full description of the materials being requested, the suggested basis for the appeal, and all related contact information to enable good communication regarding the materials you are requesting in the appeal. Once an appeal is received, the Appeals Officer will send an acknowledgment of its receipt to you. The Appeals Officer will conduct an independent review of the records that were withheld.

The Appeals Officer will issue a final determination. If the determination is to release records, the individual filing the appeal will be notified of the cost of reproducing the records and, alternatively that he or she may review the records at OCRRA's main office.

The FOIL Appeals Officer's determination is the final OCRRA action.
